Articles are written from records
The register is the unit of record; an article is a view of one or more records. Most records never become an article at all — they live on the register, searchable, citable and exportable, without an editor writing a word.
No articles have been published. The 755 records on the register stand on their own — read the register.
The three levels
- Register entry — structured, no prose, unattended
- Brief — a short summary generated from the record, with human sign-off before publish
- Story — reporting: a cross-border pattern, a named company, a regulator’s failure
The rule that protects the record
Nothing publishes without a link to the primary regulator notice, or an explicit statement that none was found. That rule lives in lib/policy.ts and is enforced on write, not by editorial convention.
